Call for Program Proposals: Focus Areas for Fiscal Year 2025
The DC Department of Corrections is seeking program proposals to support the treatment, rehabilitation, wellness, and reentry of our residents. This fiscal year, we are specifically focused on the following areas:
- Substance Use Disorder (SUD) Recovery Support
- Women’s Programs
- Religious Services
- Special Education Support
- Programs for Restrictive Housing Units
We are looking for evidence-based, culturally-competent, and promising practices programs that can make a meaningful impact in these areas.
How To Submit A Proposal:
Proposals will be reviewed on a rolling basis, and we welcome submissions from both current and new partners. There are two ways to submit a proposal for review:

Additional Information on Focus Areas for Fiscal Year 2025
Substance Use Disorder (SUD) Recovery Support
On a daily basis, 17-20% of our population receives Medication for Opioid Use Disorder (MOUD) treatment. We are seeking programs to support individuals in this population. Some programs may be co-located within our Residential Substance Abuse Treatment (RSAT) units, while others may work with residents in different units to provide comprehensive recovery support.
Women’s Programs
Although women make up a small portion (approximately 6%) of the overall DOC population, they have distinct programming and service needs. We are looking for programs that address the unique physical, emotional, and social challenges faced by incarcerated women, helping to foster their rehabilitation and reentry.
Religious Services
In Fiscal Year 2024, DOC intakes included individuals from a wide range of religious faith groups: 39.04% identified as Christian; 35.21% as Islamic; 3.21% as other faiths; 3.36% as Jewish; and 15.98% had no declared faith. We are looking for both faith-specific and interfaith services that can meet the spiritual needs of our diverse resident population.
Programs for Restrictive Housing Units
We are seeking programs that prepare residents in restrictive housing units for a successful transition to the general population or back into the community. Programs should focus on trauma healing, nonviolence, mental health needs, and positive behavioral change, while promoting meaningful socialization and group activities to help residents reacclimate to being around others.
Special Education Support
Many of our residents have learning disabilities or other educational challenges that may have hindered their progress in traditional educational settings. We are looking for programs that provide specialized education support to help residents improve their literacy, numeracy, and other foundational skills, promoting their personal growth and increasing their opportunities for successful reentry.
